If the Debt Limit is Reached, Should the Treasury Keep Borrowing to Meet Certain Obligations?

This is not a solution to the problem. Get rid of the debt ceiling. Stop overspending. Increase taxes on the top percent who make 100 times the mean income. Stop listening to your donors and listen to your voters.
