This bill would prevent federal entities from purchasing any product that was manufactured, licensed, or sold by Apple, Inc. until a federal court certifies that Apple has allowed federal agencies to access encrypted information sought by a warrant in a terrorism investigation.

It seeks to secure Apple’s cooperation in unlocking an iPhone that belonged to a deceased perpetrator of the San Bernardino attack, as it has in other similar instances in the past. Apple has refused to cooperate with the Federal Bureau of Investigation (FBI) and challenged a court order compelling its cooperation on the grounds that doing so would undermine security and set a precedent for more intrusive requests by the government.

The prohibition on buying Apple products would apply to all agencies and entities of the executive, legislative, and judicial branches of the federal government.
