Does the President Need to be Blocked From Launching a Nuclear First Strike Unless Congress Declares War?

I spent four years on launch crew. Regardless of who livess in the Whitehouse, going nuclear should be relegated to Congress WITH the President. FIRST STRIKE is not an option, for if it were, ALL single leaders with that power would be allowed to strike FIRST without being checked. ..A dangerous contemplation for sure!
