Congressional Republicans' efforts to repeal the ACA have all previously failed because a large majority of Americans are opposed to stripping coverage from millions of people, raising costs for millions more, gutting Medicaid, and undermining consumer protections. The Graham-Cassidy repeal plan is more of the same: it would block grant Medicaid's funds to the states, eliminate cost-sharing reduction payments and the ACA's tax credits, allow insurers to discriminate against people with pre-existing conditions, and defund Planned Parenthood for one year. Like their other repeal efforts, Republicans are trying to pass a bad bill outside regular order, with no public input and no score from the CBO regarding the effects of the bill on insurance coverage or consumers' premiums.
