Absolutely not. I want to know what institutions and what people are attempting to purchase political favor from our politicians. I would further favor taxing any cumulative annual donation by a person or institution (including PAC’s) of more than $10,000 at are rate starting at 50% and escalating to 200% on donations up to a million dollars and continuing to escalate on greater donations. Obviously, these institutions have a gained a lot of funds and if they want to buy influence over our political processes, they should at least have to pay to play. If a common citizen were to accept funds to encourage them to act in some favorable way- wouldn’t that be considered a bribe? Why should legislators be treated differently?
