Greater fuel efficiency from internal combustion generally means increased emissions. You can’t legislate chemistry. If California wants more fuel efficient cars, they can legislate market incentives to encourage people to buy more fuel efficient/electric cars. Which they already do in California. So I really don’t see the purpose of this legislation. If people want more fuel efficient cars it’s going to happen anyway, the world doesn’t need California politicians directly telling engineers what to do for their customers.
