This is not what it seems on the surface. How many of those kits are unprocessed because victims don't want to pursue charges? It sounds kind of cynical. But being in the medical community it is a sad fact that many who pursue rape kits do not pursue charges. There are a number of reasons to request a rape kit, not the least of all is the plan b pill and other drugs to help fight STD's. There are also minors who use it as a means to explain pregnancy to parents, and much more. Processing these kits would waste a lot of tax payer money to go nowhere. I think that every kit, tied to charges and litigation should absolutely be processed. Let's not spin statistics to make the situation seem worse than it actually is.
