We already have free education, why exclude higher education from it? And if there had been effective medical care in the mid 18th century, maybe it would have been seen as just as essential to the wellbeing of the people as military forces were. There wasn’t effective police or fire services then, but there sure are now. So I would have no problem including rights to education and healthcare in the constitution. We easily pay for them now as a country they just need to be more equitably distributed.
