We need limits on what constitutes an emergency. We also need congress to have oversight of the alleged emergency. Checks and balances people! Yes, give the president the authority to use the military for policing in an emergency, but require that it be brought before Congress immediately and approved within a SHORT time frame in order for it to continue, for example. Lay out what the president can do without prior approval and what would require Congressional approval after the fact in order to continue. Maybe some things should be taken off the table altogether (testing of chemical and biological weapons without prior knowledge perhaps). The way it is currently written gives the president, ANY president, much more power than the office was intended to have.
