The taxpayer doesn't get to use that money - it goes to support other branches of government. When I began preparing taxes in 1982, we were taught a shorthand -- if the taxpayer doesn't get benefit from certain payments (SALT being one, credit card interest being another) that expense might be deductible. It wasn't an "entitlement" as it became framed to be starting with the Reagan administration.
