First of all I disagree with the practice of attaching bills to spending legislation. 1 bill 1 vote. The law should stay on the books until such time as congress wants to amend or repeal it. Too many back room deals cause bad bills to get passed in the name of providing funding for the government. I do not believe that any individual congress has the authority to make any law "permanant" or binding on future Congress'. For a law to become permanent it should be in the form of a constitutional amendment
