Everyone who leaves this rancid administration, whether voluntarily or not, is typically replaced by someone worse. No reflection upon Mr. Kelly, who seems to be one of a dwindling number of sort-of adults in the room, yet is, of course, now tainted by the master he has served. I do believe this administration is on an express trip to hell and is taking the rest of the country with it, and I don't see much possibility of any appointments that would slow that trip down. Attempts to repair this sinking ship must come from outside the administration, making me at least somewhat hopeful when the new House is seated in January. Until then, all of this is rearranging deck chairs on the Titanic.
