FEMA is responsible for using technology to quickly assess and manage emergency situations. A comprehensive list of citizens affected is the first step. With the fires in CA, a citizen database could be easily generated using residential zip codes for the areas affected and modified as needed. This would allow citizens to review and update the database to indicate they are safe and report loved ones that are missing and/or not on the list. This will save the lives of emergency teams who are driven to set their safety aside to save others. It will also help narrow the search to those areas most in need.
