Actually, rather than wasting time on additional hearings, there should be effective and immediate action toward rebuilding Puerto Rico. The need is already 1 year old and no debate is required. FEMA wastes a shocking amount of FEMA in pretending, and miserably failing, to do its job. Don't bother with FEMA: just deploy efficient smaller agencies with a track record of getting the work done. A good case in point is the chef who was able to serve 400,000 hot meals in 6 weeks with mostly volunteer help. Even the Salvation Army asked him for support for their meal program! Congress should rapidly recruit and deploy similar such programs by networking with non-profits such as Habitat for Humanity and other volunteer-driven organizations.
