One of the fundamental characteristics of a sociopath is a lack of empathy. Sick and dysfunctional systems assume no responsibility for their decisions or the outcomes of those decisions. Combine the two and you have the Trump Administration approach to children. Children are tools to them, having no status or importance except for how they can be used to control and inflict pain. They are responsible for putting the children in the position they are in and therefore have the responsibility to track, support, care for, and protect these children. Whether they will is another issue. The long term consequences of that could haunt us for 3-4 generations.
