    A census is taken every ten years to know who is living where, even on the street, not nationality. At one time they asked for place of birth of the individual and parents, whether they were naturalized, and they spoke English or what language they spoke in the home. Back in the day the census assumed that you were an immigrant and might not speak English, but that wasn’t used against your status in the country, and it MUST NOT be used in the 2020. A better question would be, “are you registered to vote?”, because there are many citizens who are not registered for various reasons, e.g., felon, could care less, don’t have the necessary ID (GOP states), recently moved, not a US citizen, but might have a green card or might be illegal, etc.
