We should return to the 1940s/50s philosophy: tax the rich at higher rates. They do not create jobs by getting tax breaks, but rather hoard the wealth. The 50s allowed us to build up our schools, infrastructure, and programs like NASA. Imagine what we could do now more tax dollars from people that already have so much money their only idea is to spend it on gold plated toilets. We could get mass transit for metropolitan areas like Pittsburgh that are almost totally reliant on cars. We could better subsidize rural healthcare. We could pay teachers more to teach in low income areas and in states that currently pay crap. Basically...if our wages are going to stagnate, a bigger cut of their income needs to go to bettering everyone in this country.
