I don't agree or disagree with the rules. I haven't read enough about them to really form an opinion. In general I think the federal government should stay out of education completely, but that truly libertarian dream will probably never come true. What I would like to comment on is the impermanence of legislation. This is intentional in our nation's governing systems. The current leadership cannot pass laws which stand without expiration. Particularly with regards to executive actions, the next administration automatically has the authority to change anything the previous administration put in place.
