This fall, voters in a pair of states will have the opportunity to raise tobacco taxes and impose new taxes on e-cigarettes. Here is a look at the states where tobacco tax hikes are on the ballot, plus another state which may reconfigure how it uses tobacco tax revenue.

COLORADO

\nProposition EE would incrementally raise Colorado’s taxes on cigarettes and tobacco products and impose a new tax on nicotine products such as e-cigarettes (which are currently not taxed).
The per-pack cigarette tax would rise from 20 cents per pack to $2.64 per pack by July 2027.
The tax on tobacco products would rise from 40% of the manufacturer’s list price (MLP) to 62% by July 2027.
Nicotine products such as e-cigarettes, which are currently not taxed, would be taxed beginning at 30% of MLP in 2021, increasing gradually to 62% of MLP by July 2021.

OREGON

\nMeasure 108 would increase taxes on distributors of cigarettes and cigars and impose a new tax on e-cigarettes and other nicotine inhalants (which are currently not taxed).
The cigarette tax would rise from $1.33 per pack to $3.33 per pack. The cigar tax, which is currently capped at $0.50 per cigar, would increase to 65% of the wholesale sales price (with a cap of $1 per cigar).
E-cigarettes and other nicotine inhalants, which are currently not taxed, would be taxed at 65% of the wholesale sales price. Products that have been FDA-approved to help people quit smoking and e-cigarettes sold for the purpose of vaporizing marijuana would be exempted from the tax.

OKLAHOMA

\nState Question 814 would allow voters to have their say on allowing the state to use revenue from the 1998 Master Settlement Agreement (MSA) to help fund the state’s Medicaid program.
If passed, State Question 184 would direct 75% of Oklahoma’s MSA payments toward the Tobacco Settlement Fund, a special fund subject to appropriation by the Oklahoma state legislature, and 25% of MSA payments toward the Tobacco Settlement Endowment Trust (TSET) Fund, which funds tobacco prevention and smoking cessation programs.
Currently, the rates are the opposite of what State Question 814 would propose (75% of MSA payments go to the TSET and 25% go into the Tobacco Settlement Fund).
