    Civilian Police have a duty to serve and protect the people of their community. They are NOT soldiers, and do need not be outfitted and trained as if they were. Police used to be “the cop on the beat”, actually interacting with the people they were responsible to serve and protect - and as such people knew them, and vice versa. While it may not be possible to fully return to that, moving resources away from focus on equipment to focus on technique (de-escalation etc), and other ancillary services, as well as community involvement, would make a big difference.
