The constitution requires the Government to provide help when the local government officials prove to be unable to quell disruption of law and order in their areas. The refusal of local officials to let law enforcement do its job for political reasons is failing to provide a safe and peaceful condition for their citizens is violation of their sworn duty. When the locals fail to act to restore order under the law, the Government has a obligation to support the people, not the local officials.
