    burrkitty & jimK, anyone: Crazy question. Is there any reason the election of Congressional seats, both Senate and House, could not be elected based on regions rather than States? The regions established based on population as shown in the Census rather than State boundary. Do away with the electoral college, one of the reasons that it was established for Presidential elections was an attempt to balance the power of the more populated states against those with smaller populations. All elections would be based on the popular vote. The electoral college has failed. We now have the tail wagging the dog. Crazy question I know. The Constitution and federal and state laws would have to be changed.
