    The president is the leader of the executive branch and the DOJ by extension. The president swore an oath to uphold the constitution which includes the duty to secure the fundamental inalienable constitutionally protected rights of individuals. As such, if he feels an individuals right to unbiased justice has been violated, then he has both the right and the duty to intervene.
