This Act gave California the ability to set its own more stringent air quality rules due to its own unique geography and growing number of people and vehicles. This reflects a longstanding partnership between state and federal air quality regulators during both Republican and Democratic presidential administrations. This partnership has allowed California to develop and implement air pollution control strategies that have proven to be a model for other states, the nation and other countries. For the love of God, even China has the common sense to create an air quality control agency in 1987 that has managed to reduce their smog by 47%.
