Every person, group or organisation that has governance over or on a regular bases has to deal with an animal/animals, should by law be required to hold a license. Said license would require a course in the relevant animal/s natural behaviour, needs, history and if necessary training – to allow a harmonious co-existence between individual, animal and society.
