Am sure like many people, I am not aware of the full picture; having said that, no-one should be denied their Human Rights. This is a case of a woman being denied her Human Rights to Family Life Article 8 of the Human Rights Act 1998;.
Article 8 – Right to respect for private and family life.
1. Everyone has the right to respect for his private and family life, his home and his correspondence.
2. There shall be no interference by a public authority with the exercise of this right except such as is in accordance with the law and is necessary in a democratic society in the interests of national security, public safety or the economic well-being of the country, for the prevention of disorder or crime, for the protection of health or morals, or for the protection of the rights and freedoms of others.
As a person who works with individuals who live with a learning disability such as Down’s Syndrome, I find the stance that you and your office is taking to be appalling and it affronts many people. You will find that your reputation is going to be badly affected by the negative publicity this case is bringing; please use common sense, some humanity and care and restore this lady to her family.
This just doesn't make any sense to me, secret documents? What does that even mean... I would fly over there and raise all levels of hell

if she can live on her own and take care of her self then I do not see any thing wrong with her flying when she wants give her her passport back.
I have an uncle that has down syndrome and this is not fair nor it right for this woman to have her rights yanked from her because of I t.

This situation is very sad! There may be a 'Safeguarding' issue where they feel that because of your disability and vulnerability even though you are an adult that you may be at risk by going to another country. You will have to get your sister inl law or cousin to legally be your guardian and take full responsibilty for your safety and quality of life. The citizen advise may be able to suppot you with this. What is going on in Ireland? Seems we are hearing (here in the States) more and more disturbing stories of outright discrimination, poor judiciary and a lame government that is not servicing it's people's needs. If someone made a mistake..no biggie, fix it. If there is however, another reason, then state it and stand by it. This cloak and dagger stuff is ridiculous to say the very least.
