The 23rd Amendment was added to the U.S. Constitution to accommodate the residents of the District of Columbia so they could vote for President of the United States. They are not a state. So, why shouldn't we be asking the U.S. Congress to debate a 28th Amendment allowing EVERY American citizen - regardless of where they live - from voting?

D.C. is neither and yet their citizens vote for President. Check the 23rd Amendment and then explain to us why American citizens living in Puerto Rico should be disenfranchised. Bare in mind, that's ANY American citizen choosing to claim residency in Puerto Rico - Puerto Rican or not. And, what about their residents who've served in the U.S. Military? I guess the big problem we have is that we do not pay Federal Income Tax. And well "Taxation without representation is a two way street.) I lived in the States and voted twice for the President (Reagan) but ever since I moved to PR I haven't been able to; yet I understand the reasoning behind the decision. Imagine having to pay Hacienda (Humongous State Tax, Social Security and Federal Income tax.) Well I think there would be nothing left.:)

Thousands of puertorican have been paying federal taxes, including myself when I was working in the Ramey Air Force Base in Aguadilla, and it was mandatory for us to fill the the tax refund forms and submited to the IRS.

Sorry I can't, and won't sign this, as I feel that Puerto Rico isn't a state and as long as they don't want to become a state, then they lose the privilege to vote.
One other note: It has been my observation that most Pueto Ricans consider themselves Pueto Rican first, not Americans. Tell us they don't need our assistance, our educational needs, or medical and social help. Tell us they want to be independent. That's okay, really! You can't have it both ways though.
