This is a hard thing to regulate for obvious reasons, and I think if the answer is indeed regulation, only not what you might think. The best one would be to reduce how many mouths there are to feed. The population cannot continue to grow forever and everyone knows this, as it's plain common sense. I mean, how many people can a greenhouse feed? If people only have one child, in a couple generations, problems like overfishing would not even be discussed, nor would many other problems that come as a basic problem of overpopulation of us. You know. The smart ones who one would think would understand this easily and quit having so many babies that if the trend continues as it is, will go hungry or even starve. Can you imagine how our environment would radically change if the world's population was 1 billion instead of over seven? For young people especially, I hope they really start to consider this type of long term solution for the future of this world before governments make the choices for them. Believe me, many government do have a plan to thin the herd, so to speak and in no paper I've read on this subject are there any solutions anyone would like to see occur.
