Harley deserves justice! Animal neglect is animal neglect! I don't care what your title or your job title is, you should be punished for your act of animal cruelty! Harley deserves better than what he has been given! After all, he died while he was on duty and if not then why the hell was he locked up in that patrol car?

Negligence is not an excuse. These animals are put into service and deserve the highest of care. I'm sure the officer did not intend to neglect Harley, but responsibility needs to be taken.
