Even if the regulation laws are changed, that doesn't change the fact that coal is an inherently filthy commodity. Testimony and history have both shown this to be true. All coal miners and workers should have enough medical coverage to provide adequate care whenever they get sick, it ought to be in the union contract somewhere. This is one of those types of employment that carries its own set of risks, and employers should be made to provide for that risk.
