Today it was two kittens, tomorrow it will escalate into a child and then escalate again into an adult. Use the criminal justice system to protect society by prosecuting these two as adults with felony charges.

Both of these boys have serious psychological problems. It is not healthy, normal for young boys or girls to derive some kind of satisfaction out of drowning tiny animals. Something has gone very wrong in these two boys minds and hearts. They need some kind of help and punishment for this horrible deed.

They don't deserve even any privileges with this kind of behavior. If they were my kids, I would want them to pay the penalty for the crime they commited. Just because they are minors does not excuse them from the consequences of their actions. Give them whatever penalty fits the crime. This type of behavior leads to serious criminal behaviors that society does not need to have to deal with.

Those kids should be punished as an adult and not given the lighter sentence of a juvenile. They are old enough to know better and they showed willful intent on killing those cats. If they are not dealt with now, I can assure you they will be offenders in the future and may even harm a child or one of their peers who may cross them. Put them in jail and let them suffer.
