What kind society do we live in now that I cannot even walk around my neighborhood after a certain hour? I live two block away from the beach. That means if I want go for a walk after a certain hour I am forced to walk east. What about those people that live on Ocean Front Walk? They cannot walk out of their homes cuz' they would get a ticket or be arrested for "accessing" the beach.

Might have to do with the forth coming debris flow from Japan. The powers that be are NOT ALL that sure exactly how they are going to process all that DEBRIS off the beaches, bays, marina's, and harbors. Health Hazard, may be their biggest priority. Otherwise, totaly agree, BEACH should be FREE for access any time. We pay enough taxes already.

The problem is simple. The solution is tough. The police won't or can't staff the night time patrols with enough men so that those there don't feel out gunned. They are most afraid of over reacting to an issue and thereby causing bad press and possible legal repercussions. It's a fear of having to get too close to suspected perps when out numbered. They are simply under funded to do the job in a safe way and they are afraid of it.

In order to enforce curfews, you need police paroling the grounds and writing tickets, and manpower to process and collect on the tickets. Instead of wasting this energy, you could eliminate the secondary manpower and simply have police around to keep people safe, so we can enjoy the beach whenever we like. In fact, if more people utilized the beach at all hours, there would be more witnesses to deter crime.
