Zoo officials see the sense and reason in creating a more natural environment which identifies and meets the needs of the animals in their care, so, I have to ask myself why In this day and age of supposed enlightenment our most precious companion animals languish on cold concrete, in pens surrounded by iron and wire and receive treatment worse than convicts in jail, for no other crime other than being the victims of neglect and abuse? Zoo officials see the sense and reason in creating a more natural environment which identifies and meets the needs of the animals in their care, so, I have to ask myself why In this day and age of supposed enlightenment our most precious companion animals languish on cold concrete, in pens surrounded by iron and wire and receive treatment worse than convicts in jail, for no other crime other than being the victims of neglect and abuse? Why, when there are so many people in our breed specific community programs who are anxious to lend support in creating small breed specific havens and foster care programs, are so many animals are still losing their lives? According to the RSPCA’s own yearly accounts, thousands of dogs and twice their number in cats die for no other reason than convenience.

Legislation, both current and proposed, makes a mockery out of Animal Welfare when it does nothing to address the issues. In fact it only separates our companions and isolates them further from the canine/feline and human families that form their packs. There is no science behind the new proposals and the old legislation in no way reflects our current society.

With RSPCA slogans flooding our media, encouraging contributions in the millions all in the name of animal welfare, the results on the ground are in absolute conflict with their claim. It really is time to clean house.

Don’t just appoint another panel of city policy makers, get out and talk to the private rescue groups, the stockdog groups, the breed clubs, investigate the merits of small breed specific havens across the board managed by those who choose to breed their chosen breed, incorporating community involved foster carer programs.

Include in your regulations that breeders who make the choice to create life are responsible for that life for as long as it shall live, by remaining the second contact for life on the micro-chip. Micro-chips can carry so much more information than they do, you can record an entire breeders report including generation of bloodlines, any medical issue arising from a bloodline, DNA results, genetic issues and so much more.

Breeding can become transparent, DNA can become mandatory, all information about any breed will be recorded at their first Vet check where DNA could be easily collected, this can all be displayed up on a free website where buyers will be able to access all information to make an informed decision.

Pet shops can be incorporated into this network through internet downloads, picture albums on site instead of live animals, working directly with registered breeders where the animals remain in the safety of their home not in glass cases exposed to every air borne disease or shop keepers ignorance or neglect. Clients can make their selection safe in the knowledge that their selections will be delivered or collected for or by them, their animal will be guaranteed, this includes a month’s visit to check suitability and only when both parties are satisfied the paperwork would be transferred into the new owner’s name.

Breeders would breed from a list of clients obtained from Pet shop orders or through their own breed club’s puppy officer or their own online website, clients placing orders would pay a holding fee and if they don’t take delivery or collect their animal then their holding fee is forfeited, but if during the one month visitation their selection proves unsuitable then their full purchase price would be refunded, this does not include transport and the breeder will take back their animal.

As part of a breeder’s obligations to the breed they choose to bring into the world, breeders will at all times, offer support to their clients and their breed, keep records which will be updated every 6 months of the animals whereabouts, do all thing possible to insure that both animal and owner are happy, and as a last resort offer assist in the re-homing of their animal or take back the animal if necessary, and, if no other avenue can be found humanely euthanize the animal they chose to bring into the world.

This complete acceptance of responsibility and obligations to those animals we choose to create will demonstrate a breeder’s respect, compassion and total commitment and dedication to stand by their bloodlines throughout the life of the individual animal.

Those who oppose or reject this proposal will only demonstrate they are either backyard breeders, breeders for profit or puppy farmers, whose only interest in breeding is financial gain and these are the one we all need to stop.

Oh The Hon. Peter Walsh: really? Are you for real? What authority is going to literally stand there and police breeders putting down companion animals, stated in the draft code as humanely? Mr Walsh 25 breeding dogs can equate to at least 100-200 when you take into account the litters of puppies. This draft code is inadequate and not addressing the issues to stamp out rouge breeders and puppy farmers including the many working dog factory farms. To many clauses are ambiguous!
