This is a ridiculous idea. The kind of people who enjoy making thier dogs vicious will hand over thier dogs for money and then go out and get a different breed and make it vicious. The only thing that will change about the dog bite statistics will be the breed not the incidents. Start making the owners responsible. charge them with assault and murder. Then you will see less dog attacks!

This is blatant discrimination! Two years ago my Red Cattle bitch (who was on her lead) was attacked by a Pomeranian who burst through it's front flyscreen door. My dog ended up with puncture wounds on her upper and lower jaw where the Pomeranian had locked itself !!! and after being reported to the Council this Pomeranian - yes, a Pomeranian! - is now listed as a dangerous dog. When I was 9 years old I was bitten by a Corgi, the Queen's preferred breed of dog - imagine the uproar if Corgis...
