Anyone who would do this to an innocent animal will eventually do it to a person. I know that people are politically saturated right now. But this was sent to me and I couldn't look away. Horrific. I Hope justice is done for this poor dog and others like her.

It is outrageous only 1 in 4 dog owners in Marathon County currently buys a license for their dog(s). I think I read that's about $570,000 lost revenue that could fund animal welfare officers/programs. Why isn't this being enforced? Half a million dollars is a lot of missing money & a lot of animals suffering as a result of understaffed, underfunded programs.

Marathon County dispatch receives nearly 2,000 calls about incidents involving cats and dogs. Unfortunately, with all the priorities law enforcement faces, those howling animal calls are too often set aside — and, potentially, the cries of another Mary go uninvestigated. Here is the tricky part: State law makes animal control a municipal responsibility. The county’s 62 cities, villages and towns must act in cooperation.
We need to call on every local government in Marathon County to adopt a “Mary’s Law” before the end of the year. These governments should raise their pet license fees by $5 for spayed or neutered animals and $10 per unaltered pet, and commit that money to an animal control program.There is something citizens can do, too. Please pay your pet license fees.
The Marathon County animal control task force meets at 5 p.m. Monday November 12th 2012 at the Sheriff’s Training and Resource Center, 7255 Stewart Ave. in Wausau.
The meeting is open to the public.

Because people like this are a danger to EVERYONE, not just animal. The target may be an animal, but the desire to cause pain and enjoy the suffering they inflict is SICK, and that person should be outed so everyone around them can avoid them and warn others about them. Ideally, they would be executed, but that's just wishful thinking.
