We take cloth bags to the stores with us. Even so, We still end up with a lot of plastic. We use it as waste can liners, As packaging when shipping, at our vegetable stand and recycle the rest.
I like Daire's comment. We should have a surcharge on plastic bags.

Some places in New Zealand have a surcharge, but if people need carry bags they pay it anyway. The price of the plastic bag needs to be prohibitive if this is going to make any kind of difference to the amount of plastic bags entering the waste dumps.

My guess was right on.
It's not only plastic bags, it's a disgrace the way people litter with any and all products, the solution is simple, it's called fines.
In Alaska they have signs posted stating that there are fines for littering, and when some one litters and gets caught they pay right through the pocket book, the best place to hit them so that they remember.
one questions comes to my mind every-time why cant our brilliant scientists find a way to decompose plastic naturally and quickly even faster then paper. why they only concentrate on making atom bombs etc.
I like shopping at Aldi's. You HAVE to bring your own bags there, or buy some of theirs....
