To Who it Concerns,

I am writing today in concern to 58 Dogs found in Munford TN. owned by a self recognized breeder named Alan Connor.

The 58 dogs are kept in a wooded area (part of Mr. Connors 75 acres) and are left unattended, with exception to what Mr Connor claims, visits twice daily. There is no occupied residence at this location.

In the news report, neighbors have claimed that the dogs are unseen, however can be heard barking all through the night. Under such circumstances, this brings a nuisance to the community, as well as endangerment to dogs.

Dogs will bark when wildlife preditors are in the vacinity, to notify wildlife preditors, there is a pack, in attempts to ward off the preditors.

The dogs are kept in open pens and are in danger of preditors, especially when bitches are birthing, which naturally, draws preditors to the area!

Their food and water will also draw out wildlife due to their remote location and lack of human attendance.

Mr Connor did in fact have 2 websites that made claims he was a member to Club Affiliations and Registries: AKC & ABCA -- he is presently not a registered breeder, nor does he have a valid sales tax registration and had falsified his information.

(one of the 2 websites "was" located at www.celticbordercollies.com and has since been taken down - proof of registration can be verified at http://www.godaddy.com/ or through www.whois.com

- screenshots of this website can be seen in the MUNFORD, TN (WMC-TV) - Action News 5 Investigators report here at http://www.wmctv.com/Global/story.asp?S=13841678 )

Mr. Connor still maintains another website that lays these claims and can be found at:

http://puppydogweb.com/kennels/bordercollie_celtic.htm

According to the State laws revised for 2010 - depicted at:

http://www.vet.utk.edu/cait/resources/download.php?filename=animal_law_book_cats_and_dogs_only.pdf

Mr. Connor is in breach of several laws, specifically defined on

pg 53. Section 44-17-703 Application for Licensing of a Commercial...
