To empower individuals with disabilities to improve the quality of their lives.

Through our verifying research, policy analysis, systems change advocacy, and direct services we will be recognized as the primary global disability resource and advocacy leader in eastern Oregon.  We will lead the global Independent Living (IL) movement by serving as activist for equality, voices of empowerment and catalysts for change that envision a world where people with disabilities are equal and integrated throughout every aspect of society now and for future generations.

Based in Ontario, Oregon, with offices in Pendleton and The Dalles, the Center is guided by the philosophy of quantum entanglement.  Our systems change advocacy and direct independent living services has an impact throughout our local, state, regional, national, and international communities.  We have a global responsibility to resist service area containment and promote the IL philosophy internationally.
