Prevent cruelty by requiring dog and cat breeders who have 11 or more breeding females
In 2009 the Texas Legislature defeated the Puppy Mill Bill. We are trying again in 2011. This bill only affects large scale commercial breeders who have 11 or more breeding females. It requires them to provide a minimum level of care to their animals. This bill generates revenue for Texas. Presently puppy mills pay no sales tax.
