"While education has been cut by $17 billion and taxes on individuals have increased by $12.5 billion, Big Business got $2 billion in tax breaks. These budget cuts forced school districts to lay off thousands of teachers and increase class sizes. None of these tax breaks are tied to creating new jobs in California. There is no requirement that the corporations that receive the tax breaks must create or protect jobs in California. These corporations would still be allowed to outsource jobs to other states and other countries. They're not paying their fair share."
