Is it me or is anyone else out there just sick to their stomachs with the news out this past week regarding pedophiles? Not only do we have the story of Jaycee Lee Dugard being found 18 years after being abducted off her bus stop when she was 11 years old and at 29 being the mother of two, the oldest being 15, but now we have three Americans arrested in Cambodia in a sting to catch travelers going overseas to have sex with children.
This is why the notification laws have to be out there AND why people have to pay attention and speak up when they think that they see something fishy. The neighbor living next to Dugard's captor says that she knew Phillip Garrido was a convicted sex offender but decided to mind her own business rather than mention to the authorities that there were little girls living in the house with him. Remind me never to move next door to that women!
Congressman Chris Smith, who has been such a tremendous ally to the Foundation, has recently introduced H.R.1623 - International Megan's Law of 2009 This bill requires registered sex offenders to notify appropriate jurisdictions of their intent to travel not later than 21 days before their departure or arrival in the United States. Imposes a fine and/or prison term of up to 10 years for failure to report such travel. Requires diplomatic or consular missions in each foreign country to establish and maintain a countrywide sex offender registry for sex offenders from the United States who temporarily or permanently reside in such country.
Of course there are already those who are grumbling that this new bill is a violation of the sex offenders human rights. Honestly I don't care about their rights.. our concern should always be the rights of our children who deserve to keep their innocence.
