Escheat /ᵻsˈtʃiːt/ is a common law doctrine which transfers the property of a person who dies without heirs to the crown or state. It serves to ensure that property is not left in "limbo" without recognized ownership.

Who has the power to escheat individuals property or land ?

Under what constitutional or statutory provisions do they claim
this right?

And where in the constitutional law does it state that the
legislate may exercise its power contrary to the people's or
individuals wishes ?
