If all pet owners are required to de-sex their pets, there is no way for the animals to breed. This reduces our community's reliance on animal pounds, shelters and rescue groups to take in the large numbers of "unwanted" animals and reduced the need for killing young, healthy animals solely because there are insufficient homes for them to go to.
