Photos & videos depicting child sexual abuse are not merely an online crime with virtual victims; it's a REAL crime involving REAL children.
Facebook should NOT be responsible for handling this material, it needs a report "child abuse" option, that submits those reports directly to a hotline such as the IWF or the International Association of Internet Hotlines.
Imagery of a child being abused is NOT nudity or porn. It's a crime scene.
If this report function was put in place, it would ensure that any imagery reported, IS investigated, IS passed to the relevant LEA and the Internet Service Provider hosting the original content IS notified.
Behind every image, there is an exploited, abused and helpless child
