Make it "LAW" That all pet stores sell pets responsibly.
That they are micro-chipping all cats, and dogs prior to sale. All animals turned into pounds will be held at the pet stores expense,.. until found a home.

It is not too much to ask. It should be the responsibility of the pet stores, and breeders, to pay the consequences of their actions.
Pet stores should be looking better, at the customers. They need to
handle the problem they create.
A law that asks them to micro-chip their animals. Pay the shelters all costs associated with any surrender. Until they are placed. Taking responsibility starts at the store. We want responsible sales of pets.

This cause will be delivered to the white house, and the bigger it gets, the better it will be received. So send it forward.
