This joint resolution puts a stamp of Congressional disapproval on a new rule
implemented by the National Labor Relations Board
(NLRB), published on December 15, 2014. If passed, the resolution would nullify the new rule would cut the time employers have to prepare for union elections — from 38 days to 11 days.
The rule was introduced to prevent union election delays, while reducing the number of "frivolous" lawsuits, making NLRB procedures more transparent, and creating a uniform process across regions. The new rule, set to go into effect April 2015, It also requires that election materials be delivered in a timely manner, and for documents to be electronically filed and sent — making it easier for workers to hold union elections.
