If the con argument is about funding, then FUND IT ADEQUATELY! This is a no brainer. Water is essential everywhere and scarce in many states. This needs to addressed in a timely manner. Nickeling & diming entire populations while allowing corporations to fleece those same populations is insane. Of course, most of our elected representatives are insane so...

This nation is in the midst of a terrible drought, and we have no idea when it could end. We need to put forward plans to combat it or else our agriculture will continue to weaken. This legislation is a solid step towards surviving the drought.

This is where the "rubber meets the road".the EPA is equipped to handle this program, however the funding should be "matching" This way the locals have responsibility for part of the cost of planning and operations of any project.
Argument opposed
This program would be soliciting proposals from a broad spectrum of projects and it is unclear whether the funding for this program would come out of the EPA’s existing budget or elsewhere.

Seems to me that this ought to be a matter for state and local governments! The EPA is one of the most tyrannical of the government agencies; they have far too much power, IMO!

There is no money for this now and no plan for funding. We need no more unfunded mandates, or fiscal obligations.
No! If society needs an Adaptive Water System, they should count on capitalism and independent corporations to create the systems needed. Remember, every time the Federal Government/EPS tries to save the day, everything turns to an expensive failure. "I'm from the Government and I'm here to help"

Eliminate the EPA. They are a political arm of the Feds and can't manage themselves out the front door.
Without an appropriations element, who's paying, there is no way to know if this is good or bad.

Perhaps. I believe that de-salination plants should be built on the west coast so that there is more than enough drinking water.
