senate Bill S. 498

Allowing Concealed Carry Permit Holders to Carry Their Handguns in Other States

Argument in favor

This bill resolves a problem that many states and concealed carry permit holders had encountered and allows permit holders to abide by state laws without fear of prosecution.

There's no reason why I'm legal to defend myself here, then drive 5 min and be illegal. Some of us live on state lines and work in opposite states. Some of us work as truck drivers and drive cross country. Why should I give up my God given right to defend myself just because some liberal jackass wants votes and preaches to a bunch of uneducated individuals!

Argument opposed

States have differing requirements for concealed carry permit holders to obtain their licenses, and those with stringent requirements shouldn’t have to lower their standards for travelers.

Only if all states had the same procedure in terms of acquiring the license.

What is Senate Bill S. 498?

This bill would authorize people who are able to possess a firearm and are licensed to carry a concealed firearm to carry a concealed handgun outside of the state that granted their license in accordance with the laws of the state they are in. Concealed carry permit holders would be required to have their license or permit with them, in addition to a government-issued photo ID card.

Out-of-state concealed carry license or permit holders would be authorized to carry their firearm on the same terms that an unrestricted licensee from that state is able to.

Impact

Concealed carry permit holders who travel between states and wish to carry their firearms, state law enforcement agencies, and the federal government.

Cost of Senate Bill S. 498

A CBO cost estimate is unavailable.

More Information

In-Depth: Sponsoring Sen. John Cornyn (R-TX) explained that his legislation would enable concealed carry permits to operate “more or less like a driver’s license” that is valid in other states, but requires compliance with a non-issuing state's laws.

The National Rifle Association supports this bill on the grounds that:

“The current patchwork of state and local laws is confusing for even the most conscientious and well-informed concealed carry permit holders. This confusion often leads to law-abiding gun owners running afoul of the law when they exercise their right to self-protection while traveling or temporarily living away from home.”

Everytown for Gun Safety has expressed opposition to this legislation because, in their view:

“Federally imposed concealed carry laws interfere with states’ fundamental right to determine who is too dangerous to carry hidden, loaded guns in public.”

There are currently 32 Senators who have signed onto this bill as cosponsors, one of whom is a Democrat.

The 2nd Amendment is a natural right, no government local, state, or federal government has the right to infringe it. Period! Democratics have been using gun control since the American civil war ended to prevent blacks from owning firearms for self defense. Gun control is racist. And needs to end in all the states, federal, and local municipalities! Since when do criminals obey laws anyway. Criminals will do what they want, when they want, unless someone stops them. The only way to stop a bad person with a gun, is a law abiding person with a gun. Most illegal gun use is from repeat offenders. If you value 2A, vote Ted Cruz. Marco Rubio just dropped out, and Kasich doesn't have enough delegates to beat Trump mathematically. Trump will make deals with Harry Reid to get a liberal justice on the Supreme Court. He has said so live TV. Then our ten amendment rights will go away.

No! Unless your home state has mutual agreement with other states. I believe that a permit issued for concealed carry is granted for specific needs like protection while transporting goods or valuables. If our Federal Courts could standardize permits for all states, then when citizens are pulled over for a minor traffic violation they won't be subject to incarnation by local authorities.

We should have this right. At the same time all states should have an extensive permitting process that includes background checks. This way if your not licensed you would not be able to purchase a gun. It's not an issue with people who follow the law it's keeping guns out of the hands of criminals who should never have access to firearms. This is very important that we standardize this process and make it fair to those of us that do travel don't have to worry about being stopped or harassed by local or state police that have different opinions of laws

Are you allowed to take marijuana outside of state lines? Even when it is legal in their state and they "conceal" it? No because "Driving while Colorado" is a very real thing and it makes people targets. So no if your state does not allow for concealed carry than you are not allowed to conceal carry there no matter what. Unless the laws get changed.

All law abiding citizens should have the right to carry and protect themselves, their family, and property. You cannot stop criminals with this law and people will find a way to obtain firearms whether for protection or illegal use. All law abiding Americans should be able to carry. PERIOD! The fact this has to be debated and time and money are being spent by our government disputing this is ridiculous.

I believe that the right of a citizen to carry a firearm should not be restricted to their geographic location. In buildings and institutions, I understand, but restricting ownership from one piece of dirt to another, I cannot support. The 2nd Amendment is clear, and I hope to be clear, as well. Citizens of the United States of America are given this right, NOT citizens of certain states. It is the country as a WHOLE that is covered by the 2nd Amendment, NOT only individuals in parts of the country that choose to abide by it.

If you have the proper identification and licenses to carry and conceal your weapon you should be allowed to do that from state to state. The problem is not with conceal and carry. The background process for attaining a permit to conceal and carry is where the law needs to be more thorough and strict.
