The purpose of the rule they are trying to repeal is to adjust metropolitan planning area boundaries to the current metropolitan areas in order for the federal highway administration to make the right 20 year investments and to ensure public due process on those decisions. The planning process is already legally required, this would allow states to redefine the planning areas. This rule should not be repealed, since it promotes the effective use of our tax dollars.
