Issues around how best to handle presidential transitions should largely be left to the executive branch and presidential campaigns themselves, as they’re better positioned to address these questions than Congress. With regard to 2020, there are already outside groups planning to help smooth the transition should a Democrat oust President Donald Trump, so there’s no need for this legislation now.
